Read and Laniado, LLP, an Albany, New York law firm, was founded in 1983. R&L represents clients before federal, State, and local agencies and boards on energy, competitive markets, ratemaking, environmental, siting, and related regulatory matters. The Firm is involved with the development of electric generating and storage facilities and the siting of gas and electric lines. R&L is fully versed on the comprehensive generation siting law in New York State, Article 10, having been fully involved in the negotiations to reenact the law in 2011 and having counseled applicants on five applications under Article 10's predecessor, Article X.
The Firm supports developers of solar, wind, electric storage, and other renewables and distributed generation projects throughout their application processes, both under Article 10 and the State Environmental Quality Review Act ("SEQRA"). The Firm represents developers of multiple utility-scale renewable energy projects, and is familiar with the issues involved with the development of community distributed generation projects.
The Firm is actively involved in matters before the New York State Public Service Commission, the
New York State Board on Electric Generation Siting and the Environment, the New York Independent System Operator ("NYISO"), the Federal Energy Regulatory Commission ("FERC"), the Department of Environmental Conservation, the New York State Department of Transportation, the New York State Energy Research and Development Authority, various municipal zoning and planning boards, and State and federal courts.
We represent a variety of energy market participants, including wholesale electric generators in connection with the development and implementation of wholesale electric markets, NYISO rules and tariffs, interconnection procedures, contracts, rates, electric utility industry restructuring, financing, power purchase, and asset purchase and sales transactions. R&L also represents energy service companies on all aspects of retail electric service and has worked with and advised both lender's and borrower's counsel, as well as industrial development authority counsel, in financial transactions.
The Firm has extensive experience in New York State's municipal laws and practices relating to the provision of electricity and natural gas. R&L regularly advises independent power producers and municipal electric systems on a broad range of regulatory issues. R&L represents water companies and municipal electric and gas departments on issues such as ratemaking, mergers, creation, and other regulatory matters.
R&L's experience in the regulatory field has also afforded it particluar knowledge of New York's Eminent Domain Procedure Law and the manner in which it is implemented.
