Funk & Bolton, P.A. was founded by two Baltimore lawyers, David M. Funk and Bryan D. Bolton, whose vision was to create a boutique law firm to meet the special needs of the financial services and insurance industries and of local governments. David Funk began his career as an insurance regulatory lawyer, representing insurance companies before the Maryland Insurance Commissioner. Later he was joined by Bryan Bolton, an experienced litigator. Melding regulatory and litigation skills together, they provide a unique platform for their clients. Today the firm's insurance regulation practice is led by Ren L. Tundermann. Through this practice, the firm provides a full range of insurance-oriented legal services for compliance and regulatory affairs and business transactions, as well as insurance coverage and bad faith/extra-contractual exposures. In addition, Derek B. Yarmis brings litigation experience to the insurance regulation practice by representing insurers in administrative proceedings. In its insurance benefits litigation practice, led by Bryan Bolton, the firm represents a wide array of insurance and financial services industry clients in federal and state court at both the trial and appellate levels. The firm has particular experience litigating issues arising out of state insurance and contract law and the Federal Employee Retirement Income Security Act of 1974 (ERISA). Funk & Bolton's clients are among the largest insurance and financial services companies in the United States and Europe. The Government Relations Practice Group represents a wide range of businesses, trade and professional associations, non-profit corporations, coalitions and advocacy groups before the Maryland General Assembly as well as counties and municipal corporations in Maryland. The firm also provides administrative services to the League of Life and Health Insurers of Maryland. The firm's local government law practice is headed by Lindsey A. Rader, a public finance practitioner for almost 30 years, and bolstered by Jefferson L. Blomquist, and Elissa D. Levan, each of whom has concentrated in local government matters for over 25 years. Jeff Blomquist represents Maryland counties and municipalities in complex litigation and provides counsel on employment and other matters, including law enforcement issues. Elissa Levan serves as city or town attorney to multiple Maryland municipalities and in such roles has dealt with a diverse range of issues impacting municipal clients; she also provides counsel on discrete matters, including ethics advice. With the combined experience of these three attorneys, the firm has handled many types of issues affecting local governments. In 2009, the firm added a Creditors' Rights and Bankruptcy practice, ably advanced by Eric Schuster and Bradley Swallow. Established with six attorneys and three staff assistants in 1996, Funk & Bolton has matured into a firm with 15 professionals and a dozen staff and professional assistants.
