Bill Williams was previously a partner in the energy regulatory group in Sidley Austin's Washington, D.C. office. He joined Sidley's Washington, D.C. office in 2006. Prior to joining Sidley, Bill was a partner at Fulbright & Jaworski, (now Norton Rose). His practice has dealt primarily with the representation of interstate natural gas and crude oil and products pipelines and other clients before the Federal Energy Regulatory Commission. Since 2005, Bill has also represented clients in FERC Enforcement proceedings.



Bill's current clients include National Fuel Gas Supply Corp. and Empire Pipeline Inc. and several other clients currently engaged in non-public FERC Enforcement investigations. Bill previously advised the Alaska Pipeline Project jointly sponsored by TransCanada (now TC Energy) and ExxonMobil and served as regulatory counsel for TC Energy's Keystone crude oil pipeline and Alliance Pipeline. Bill has also advised clients located in Europe and Asia on U.S. energy regulatory issues associated with the development, acquisition or financing of pipeline infrastructure and LNG projects.

In U.S. energy markets, crude oil, refined products and natural gas pipelines play a significant role in delivering America's energy needs. Along with challenges of climate change and changing political attitudes, an increasing number of complex laws and regulations govern the pricing of and access to the transportation of crude oil, refined products and natural gas resources. These laws are an integral part of permitting new pipelines and repurposing legacy systems in compliance with regulatory requirements and environmental laws. Bill has a strong and positive working relationship with the Federal Energy Regulatory Commission staff that is critical to the success of meeting the many regulatory challenges pipelines face.
