Roger attended Whitman College and the University of Washington, earning both his B.A. and J.D. degrees from the University of Washington.

He began his career as a Deputy Prosecutor in the King County Prosecutor's Office before joining the firm of Roberts & Shefelman where, as a partner in the firm, he handled construction cases for public and private-sector clients, including engineers and architects. Roberts & Shefelman merged with Foster, Pepper and Riveria in the mid-1980's and the combined entity became Foster, Pepper & Shefelman. As a partner in the firm, Roger continued to handle construction matters for private and public clients, including private individuals and developers, as well as municipalities, sewer and water districts and public hospital districts.

In 1993, Roger joined the firm Ryan, Swanson & Cleveland and developed its construction law practice. During his 25 years with Ryan, Swanson & Cleveland, Roger continued to direct the firm's construction law practice, which included large and small private companies, individuals and in the public arena, municipalities and public hospital districts throughout the Western and Eastern Washington.

Roger is a member of the Washington State Bar Association and American Bar Association and continues as a member to the WSBA Construction Law Section. He is also a member of the American Bar Association committees on Dispute Avoidance and Resolution and Construction Litigation. Roger frequently lectures on construction law-related topics at conferences and stakeholder meetings. His commercial litigation experience includes all varieties of commercial transactions as well as securities fraud and shareholder derivative actions.
