Family

Joe H. Staley, Jr. resides in Dallas, Texas with his wife, Linda Best Staley. They have three children, six grandchildren, and one great grandchild.

Education

Joe H. Staley, Jr. graduated with honors from Wichita Falls Senior High School and attended Yale University, achieving a Bachelor of Arts degree in Economics in 1959. He was graduated from the University of Texas School of Law and became a member of the State Bar of Texas in 1964.

Military Service

Joe H. Staley, Jr. served in the United States Marine Corps as a heavy artillery platoon commander on active duty and in the reserves. Honorably discharged in 1964 as a Captain.

Since 1999, Joe H. Staley, Jr. has owned and operated the Law Firm of Joe H. Staley, Jr. P.C. which is primarily engaged in the field of eminent domain.

Previously, Joe H. Staley, Jr. was a senior litigator and member of the Board of Directors of Locke Purnell Rain Harrell P.C. from 1964 to 1999. From 1968 to 1970, he served as Counsel to the Banking & Currency Committee of the United States Senate working with Senator John Tower of Texas. In 1970, Joe H. Staley, Jr. was the Republican candidate for United States Congress in the 13th Congressional District of Texas. With the exception of dates 1968 through 1970 (noted above), he served from 1964 to 1997 as Independent Counsel for Texas Turnpike Authority in the capacities of general counsel, projects counsel, and litigation counsel. Joe H. Staley, Jr. was attorney for the construction, operation, maintenance, finance, and litigation for four Texas turnpike projects constructed during that period including the North Dallas Tollway and the Houston Ship Channel Bridge.

Joe H. Staley, Jr. also represented the International Bridge, Tunnel and Turnpike Associated as appointed counsel on certain federal legislative matters, served as Special Counsel to the Oklahoma Turnpike Authority developing a means for bonding toll facility financing in Oklahoma, and Special Counsel for the Denver Air Train Project to serve the new airport.

He was sent by Governor George Bush to represent Texas in working with the government of Romania to institute a public private partnership for construction and finance of a toll from Bucharest to Constanta. Joe H. Staley, Jr. also worked with the federal government of Mexico, as well as various state governors thereof, during the institution of NAFTA and thereafter, to address the constructions and refinance of Mexican toll facilities and international bridges from Texas to Mexico. He traveled to Argentina and worked with the Dallas Federal Reserve Bank advising South Americans officials on the institution of the privatization of publicly owned infrastructure facilities and use of public-private partnerships.

Professional Law Affiliations

Joe H. Staley, Jr. is a member of the Dallas Bar Association and served on the Board of Directors of the State Bar of Texas from 1983 to 1986 during which time was instrumental in recommending the creation of, drafting a resolution, assisting in passage thereof, and prioritizing Lawyers Concerned for Lawyers (LCL was the precursor for today's Texas Lawyers Assistance Program TLAP) at the State Bar Board; later assisted in initiating, and implementing the program in Dallas. He served on the Grievance Committee for DIstrict 6 from 1979 to 1986; and is a sustaining Fellow of the Texas Bar Foundation and the Dallas Bar Foundation.

Background

Joe H. Staley, Jr. has been engaged in the practice of law specializing in eminent domain matters since 1964, and continues to actively represent clients. While at Locke, Purnell he was engaged to acquire all of the land for the original Dallas North Tollway as well as its later extensions; he also served as General Counsel for the Texas Turnpike Authority. He was also in charge of the eminent domain matters for the Turnpike Authority projects including the Houston Ship Channel Bridge, Mountain Creek Lake Bridge, and was selected to head the team to acquire the property for the George Bush Turnpike Project. (Mr. Staley left that firm prior to assuming the latter role.)

Additionally, he has represented clients in a myriad of eminent domain cases including those which involve toll roads, highways, and street acquisitions, schools, parks, electrical power lines, gas transmission lines, water and sewer lines, lakes and dams, and a nuclear power plant. In working for landowners he has represented the owners of subdivisions, commercial property, industrial property, multi-family apartments, billboards, farms and ranches, golf courses, and mixed use facilities. He is adept in utilization of expert witness in these types of cases including land planners, appraisers, traffic and revenue engineers, civil engineers, safety engineers, developers, and brokers. He has also successfully pursued inverse condemnation causes of action.

Mr. Staley has also tried numerous cases in Texas County Courts of Law, State District Courts, Federal District Courts, and appeared before various Texas Courts of Appeals, Texas Supreme Court, the Fifth Circuit Court of Appeals, U.S. Tax Court, and has filed appeals in the U.S. Supreme Court. Although many of these matters have involved eminent domain, he has also been lead counsel and appeared in securities litigation, construction disputes, administrative agency and municipal law issues, contract and transaction suits. He has appeared before numerous Texas House and Senate Committees concerning legislation and drafted a number of laws addressing among them not only Turnpike issues, but also the Texas Public Private Partnership Act, and was instrumental in drafting the Federal Mass Transit Act, and significant amendments to the Federal Housing Act.

While staff counsel for the Banking and Currency Committee of the U.S. Senate, he was Senate liaison to the Secretary of Housing and Urban Development (HUD) and Secretary of Transportation as to their respective Senatorial legislative matters. He was appointed by President Nixon to the National Advisory Council of the U.S. Small Business Administration where he served for eight years working with the Small Business Administration to encourage and to finance small business enterprises through governmental assistance.

Educational Endeavors

Joe H. Staley, Jr. presently serves as Chairman of the Board of the William P. Clements Center for Southwest Studies for Southern Methodist University (member from 2005 ? present) and serves on the Board of John Goodwin Tower Center for Political Studies at Southern Methodist University (1996 ? present). Is a member of the Board of Directors for New Mexico Highlands University Foundation in Las Vegas, New Mexico (from 2001 ? present) and in 2013 received the Hilton Award from that University as the outstanding contributor to and supporter of the school who is not an alumnus. Serves on the Board of Governors of the Association of Yale Alumni, Yale University (2011 to present), and Secretary (Class Council chairman) of the Yale Class of 1959. Is a member of the Board of Directors of Yale Global Alumni Leaders Exchange (YaleGALE) and traveled to and worked with the faculties and staff of various universities in Japan, Turkey, Israel, France, England, Scotland, and is presently working with Rwanda to create a working relationship internationally among universities within those countries as well as with Yale and to assist them in development of their alumni relationships and active student and alumni participation. Also has long served on the Board of Directors of the Yale Club of Dallas and worked on enrollment and scholarship of Dallas students. Appointed to the Board of Regents of Midwestern State University by Governor Clements and served from 1990 to 1996; as chairman of the Athletic Committee; negotiated the MSU contract with the NCAA
