I have practiced law at the California Public Utilities Commission for 33 years, first representing the Commission in state and federal courts in 1980-82 and then representing utilities as well as utility customers and competitors in a wide range of matters at the Commission and in state and federal trial and appellate courts and administrative agencies. My work has involved telecommunications, energy, water, contracts, real estate, local zoning, Internet, First Amendment, antitrust, consumer protection, alternative dispute resolution, legislative and other legal issues. During those years, I've been involved in every important telecommunications policy making proceeding at the Commission as well as efforts to revise the Commission's Rules.
