Job Overview:

A law firm is seeking a motivated and experienced CFIUS and International Trade/Export Controls Associate Attorney to join its Portland, OR office. The ideal candidate will bring 2-4 years of experience in handling international trade regulatory, compliance, and enforcement matters, with a specific focus on the Committee on Foreign Investments in the United States (CFIUS), export controls, and International Traffic in Arms Regulations (ITAR). This position requires in-depth knowledge of U.S. export laws and related regulatory frameworks, as well as a proactive approach to providing legal counsel on sensitive international trade matters.

Key Responsibilities:

  • Provide legal counsel to clients on matters relating to CFIUS reviews and filings.
  • Advise clients on U.S. export control laws, including the Export Administration Regulations (EAR) and ITAR.
  • Assist clients with compliance regarding the Defense Priorities and Allocation System (DPAS).
  • Represent clients before U.S. regulatory agencies such as the Department of Commerce, Department of State, and the Department of the Treasury.
  • Draft, review, and submit export license applications, commodity jurisdiction requests, and advisory opinions.
  • Handle voluntary disclosures and assist in mitigating penalties related to non-compliance.
  • Conduct internal audits and investigations related to international trade and export controls.
  • Work closely with corporate clients on international trade strategy and due diligence related to mergers, acquisitions, and investments.
  • Stay informed on changes in international trade and export control laws to advise clients proactively.
  • Draft and update compliance programs for clients, including policies and procedures relating to export controls and trade sanctions.

Requirements:

  • 2-4 years of experience in handling international trade regulatory, compliance, and enforcement matters.
  • Expertise in CFIUS filings and U.S. export controls (EAR, ITAR).
  • General knowledge of the Defense Priorities and Allocation System (DPAS) is preferred.
  • Must be admitted and actively barred in Oregon.
  • Strong legal research and writing skills.
  • Ability to manage multiple complex cases and client relationships concurrently.

Education:

  • Juris Doctor (JD) from an accredited law school.
  • Strong academic credentials.

Certifications:

  • Must be admitted to the Oregon Bar and in good standing.

Skills:

  • Expertise in handling CFIUS filings and U.S. export controls.
  • Strong understanding of ITAR, EAR, and DPAS.
  • Excellent analytical and problem-solving skills.
  • Strong interpersonal and communication skills.
