The role requires excellent research and writing skills, the ability to handle contract preparation, revisions, and negotiation under supervision, and effective communication with multiple clients.

Duties and Responsibilities:

  • Conduct legal research and analysis on various areas of law relevant to public agency procurement and contracting, public works, real property transactions, and general agency law.
  • Assist in contract preparation, review, revision, and negotiation ensuring legal compliance, risk management, and reasonableness.
  • Provide legal advice and counsel on issues related to public contract law, bidding processes, requests for proposals, bid protests, prompt payment, stop payment notices, false claims, suretyship, prevailing wage law, entitlements, and public agency compliance issues.
  • Evaluate and resolve pre-litigation disputes involving government claims procedures.
  • Communicate effectively with clients in person and through various forms of telecommunication, demonstrating professionalism and competence in addressing legal and strategic practical issues.

Requirements:

  • Juris Doctor (JD) degree from an accredited law school.
  • Admission to the California State Bar in good standing.
  • 3-5 years of experience practicing law, with a focus on public agency procurement, public works, or related fields preferred.
  • Strong knowledge and understanding of the Ralph M. Brown Act, the Public Records Act, conflict of interest law, and other relevant statutes and regulations.
  • Excellent research, analytical, and problem-solving skills.
  • Superior written and verbal communication skills, with the ability to articulate complex legal concepts clearly and concisely.
  • Ability to work independently and collaboratively as part of a team.
