Counsel is not higher than partner. It's actually not a partner. It's higher than associate but it's not higher than partner. And law firms typically use counsel to signify that the person that's counseled does not have the same demands on them that a partner would.

That sort of thing. People traditionally in law firms became counsel when they got older. It's not necessarily the case anymore. People sometimes may counsel.
